CAIN-42 E34 — E34 Autonomous Decision Provenance + out-of-process governed tool boundary

This bundle is a published copy of the committed artifacts bundle. The clean-room verifier is
SAME-PROJECT, not third-party. Verify byte-identity with manifest.json, then run:
