# E35 Clean-Room Report (same-project)

`verification/govintegrity/cleanroom/verify_e35.py` re-implements, with ZERO CAIN imports, the CAIO
signature/hash checks, integrity root, drift classification, temporal decision, state machine and fork
detection. The test `test_clean_room_e35_agrees_with_cain` asserts deterministic agreement.
