# E36 Clean-Room Report (same-project)

`verification/govcollective/cleanroom/verify_e36.py` re-implements authority intersection, non-amplification, membership epoch and the collective integrity rule with ZERO CAIN imports. `test_clean_room_e36_agrees_with_cain` asserts agreement. Third-party: NOT_OBTAINED.
