- Modes: INTERSECTION (default), UNION_WITH_EXPLICIT_POLICY, CAPABILITY_COMPOSITION, BOUNDED_DELEGATION, QUORUM_LIMITED, RESOURCE_LIMITED, TASK_LIMITED.
- Membership ops are authenticated, authorized, epoch-bound, evidence-backed, replay-resistant.
- Collective decision never authorizes; a LOCAL authorization is mandatory.
- Collective integrity degrades when a critical member is not VERIFIED.
- Common dependencies and Sybil identities reduce effective independence.
