Implemented and tested: ACO, membership governance, authority non-amplification, collective integrity, deliberation, independence graph, Sybil collapse, emergence monitor, collective gate, reconstitution. 30/30 modelled attacks blocked; 23/30 invariants pass, 7 have no executable check (UNCHECKED); 16/16 race vectors (sequential interleavings, not concurrent execution). 2026-10-05 correction: four collective_gate fail-open ALLOWs (missing member, empty members, unsigned ACO, expired ACO) were found after publication and fixed with regression tests. NOT claimed: production, deployment, third-party verification, certification, novelty, valuation. Clean-room is same-project.
