# E37 clean-room report

`verification/govfederation/cleanroom/verify_e37.py` imports nothing from CAIN (stdlib + `cryptography`). It
recomputes, from the vectors alone, the gate decision and reason code, the local authorization's state root
and auth id, AFO verification, and N-way fork detection.

Result: 32/32 vectors conform (exit code 0).

Divergence detection is tested: flipping one expected decision makes the verifier fail
(`test_cleanroom_conforms_and_detects_divergence`).

Limit: the same author wrote both implementations in one session and in the same language. This catches
drift between the code and the spec, and wrong but self-consistent outputs. It is not third-party
verification, and a shared misreading of the spec would not be caught.
