# E38 Clean-Room Report

`verification/govmission/cleanroom/verify_e38.py` (stdlib + cryptography, zero CAIN imports) re-implements canonical encoding, OIR/MGO roots, attenuation, chain integrity, governance-proof re-check, negative-proof integrity and outcome verdicts. On the exported vectors it reported 0 mismatches across 24 checks, including rejections (tampered MGO, tampered event chain, forged governance proof, 7 Byzantine goals).

Limits: same project and same author family (an AI session); sibling-allocation and depth checks are ledger state and are not re-implemented; no second language.
