# E38 Final Forensic Report

E38 is a PRE-PRODUCTION Python library (`cain/govmission`). It is not deployed. Measured in this build: 40/40 scripted attacks blocked, each by its targeted mechanism; 17/17 threaded races show no invalid-state execution; 40/40 invariants; 30/30 MVP criteria; the Goodhart lab detected 11 of 16 constructed proxy problems, with 1 more stopped as UNKNOWN and 4 missed by design (unmeasured dimensions); 0 false positives. Clean-room verifier: 0 mismatches (same project, not third party).

NOT claimed: production, deployment, BFT replication of mission state, third-party verification, certification, legal novelty, valuation, alignment.
